Rupert and Renfrew Area Plan Site Testing and Flood Resiliency Study

As part of the Rupert and Renfrew Station Area Plan framework, the City is exploring strategies to enhance industrial land protection and increase employment opportunities within the Grandview Boundary Mixed Employment and Industrial Lands.

The project involved two main studies: a comprehensive site testing exercise, evaluating architectural responses to site specific constraints such as the proximity to the railway corridor and the daylighting of Still Creek and a thorough research and recommendation report on flood-resilient Industrial Architecture best practices, flooding protection strategies and relevant floodplain regulations.
Recommendations involved modernizing zoning regulations. These recommendations emphasize greater flexibility in zoning requirements, streamlined permitting processes, and incentives such as density exclusions to encourage redevelopment. The regulatory review further supports the City’s vision for a resilient, adaptable, and economically vibrant industrial sector that balances sustainability with intensification.
